Common Entrance for PG Medical courses - Summary of events thus far
Revolutionary common entrance to medical PG courses faces hurdles due to petty politics
There have been multiple entrance examinations for admissions to under graduate and post graduate medical courses in our country. While each state conducts its separate entrance exam, an All India exam is conducted by AIIMS (on behalf of the Ministry of Health and Family Welfare) for 50 percent of post graduate and 15 percent of under graduate seats of all the government medical colleges of the country. All the states (except Andhra Pradesh and Jammu & Kashmir, who opted out of it) contribute the above mentioned percentage of seats to the central pool. Apart from these, central institutions like AIIMS, PGIMER (Chandigarh) and JIPMER (Puducherry) conduct their own entrance examinations. The private colleges too conduct entrance tests, either individually or as consortia.
The counselings for various exams for entrance to post graduate medical courses take place from February to May. People who succeed in multiple exams attend all the counselings in search of the best option. It leads to seats of All India pool being vacated even after the second counseling, as some students get better options through state entrances or in some other institutes. The wait-listed candidates then approach the Supreme Court and a third counseling (termed - extended second counseling) has become the norm for last few years. This leads to a delay in the session every year.
Hearing one such case, the Supreme Court suggested the authorities to consider a single common entrance. The Medical Council of India then prepared a draft for such an exam which would be the common gateway to all the government and private medical colleges of the country. MCI's proposal received a thumbs up from the ministry and on 29th June 2010 it was announced that this common entrance would come into effect from the coming session itself. As found through an RTI filed, all barring three states were in support of this proposal. The proposal was welcomed by students across the country. There were misconceptions that such a proposal would affect the existing reservation quotas in various states but the MCI promptly cleared the air by stating that none of the existing quotas will be tempered with.
But in August, Tamil Nadu government voiced its strong opposition to the proposal. They did not want the 69 percent reservation in their state to be tempered (which MCI had already given assurance about). They also argued that they had abolished entrance exams because such exams put students from rural areas at a disadvantage (admission to M.B.,B.S. courses in Tanil Nadu is given on basis of marks obtained in plus two but they have an entrance exam for admission to post graduate courses). Bowing down to pressure, the central government decided to shelf the proposal on August 17.
Medical graduates figured out that the Tamil Nadu government was basically opposing a common entrance for under graduate course and not the one for post graduate courses. The students then requested the Supreme Court to make them a party in the ongoing case. Supreme Court made the students a party to the case (Writ Petition Civil No. 380 of year 2009) and they were allowed to present their case. The Supreme Court found merit in the petition as none of Tamil Nadu government's arguments held true against a common entrance for post graduate courses. On 17th September, the Supreme Court suggested to the government to start with a common entrance for PG courses this year, see the response and then look at a common entrance for under graduate courses. The Solicitor General Gopal Subrahmaniam who was himself present in the court said that the central government was in favour of a common entrance test. On the behalf of the government he agreed to notify a common entrance for post graduate courses by 24th of September. But for reasons unknown, it was not notified. On 24th, the Court asked the government to submit an affidavit to it in two days and to notify the common entrance within a week.
The students fear that lobbies with vested interests are at work and are trying to get the things delayed. If things are delayed beyond an extent, it would become logistically difficult to implement the exam this year and the term of the current board of governors of the MCI (which students have immense faith in) will end in March 2011.
The important thing to be noted here is that students (including those from Tamil Nadu), the MCI, as well as the central government have favoured this change but the proposal has received a setback due to opposition by DMK, a key player in the majority mathematics at the centre.
The big advantages of a common entrance include:-
- It will reduce hassles for students caused by the need to travel for appearing in multiple exams and attend various counselings.
- The exam pattern will become standard as many states do not have the most efficient of examining methods and have frequently bred controversies.
- Most importantly, a single exam with a single window counseling will ensure that one student chooses only one seat and consequently wastage and lapsing of seats will be prevented. Currently, a student who joins any department which has two seats for post graduation and leaves his seat after the second round of counseling, causes the department to have a 50 percent shortage of junior doctors.
- According to MCI's proposal, the private colleges too will have to admit students on the basis of marks obtained in this common entrance through an open, transparent process. It will help curb the corruption that has been rampant in most private colleges.
- It will reduce hassles for students caused by the need to travel for appearing in multiple exams and attend various counselings.
- The exam pattern will become standard as many states do not have the most efficient of examining methods and have frequently bred controversies.
- Most importantly, a single exam with a single window counseling will ensure that one student chooses only one seat and consequently wastage and lapsing of seats will be prevented. Those who oppose common entrance for post graduate courses have failed to give a single valid reason. But petty politics for votes is becoming a hurdle in the way of a revolutionary change proposed by the MCI which could very well make India "the destination" for quality medical education.
Presenting our points
Our simple contentions are –
1. When there Tamil Nadu has issues about MBBS being included in CET, why is CET proposal for PG i.e. MD/MS being scrapped? All over the country MBBS syllabus is same, which is prescribed by MCI then there should be no issues regarding CET for PG.
2. When the students all over the country wants this, MCI and Govt. of India wants this and only 2 states have refused then why should the rest of the country suffer? When engineering and MBA have a common exam why not Medical?
3. This will prevent corruption seat fixing and wastage and genuine candidates will get seats. All states will provide their total number of seats, reservation policies and which seats are marked according to the reservation provide to them. Eg what no. of seats/branches are in AIPGME, State quota/SC/ST/OBC/in service candidates etc. This way there is no disturbance to existing reservation policies.
The candidate while filling up their form will have options displayed on the website regarding above mentioned distributions under which they are covered. Eg – When a person fills up his state of completing MBBS, next option that will be displayed to him ie whether in service or not, whether SC/ST/OBC etc. Therefore relevant options will be displayed to him according to his state which he will mark..
At his/her turn all the options will be displayed under which he/she is covered according to the various categories he/she has marked in the application form.
Eg. If a person marks that he/she – SC
Done MBBS from HP
Is a in service candidate for 4 yrs (so covered under this)
At his/her turn the computer will display what seats will be available to the candidate under various quotas if he opts for –
AIPGME quota
AIPGME – SC quota
State (i.e. HP) quota

Thus at his/her turn all options will be displayed and the candidate will choose only one seat without blocking other seats which would be available to other candidates.
After candidate opts for a final seat, allotment letter will be sent by 4 emails sent automatically by the computer software, 1 each to --- ADG(ME), principal concerned college, DGME of concerned state and the candidate. Also one confirmation SMS to the candidate will be sent. Therefore no scope of manipulation
4. Even for MBBS the CBSE is already implementing grading system and HRD ministry is trying to amalgamate different educational boards into one then in future how will it be possible to take admission in MBBS on basis of 10+2 marks? CET is the way out eventually.
5. There are lots of misconceptions and misinformation about CET proposal. Perhaps govt. is not fully able to explain its proposal. We invite anybody who has doubts to visit out website at www.cet2011.blogspot.com, to get information and get their doubts clarified.
6. The politicians are acting as private colleges’ lobbyists. We had earlier sent representations to MCI, Health Ministry etc. but were not heard. So now we poor students from all over the country have been forced to file this appeal in the court to make our voices heard
7. Govt. says it needs time to implement CET. But the exam is in January and classes start almost 7 months later. This is due to the multiple counselings and court cases. As it is states hold their exams in march. What is stopping govt. stopping to hold CET for PG in March/April. That’ll give them 7 months and ample time.
VERY IMPORTANT POINTS
1. state quotas will not be altered..as earlier 50% seats will b wth state rest will b filled by central quota
2. no change in reservation ..reservation will remain same..even states lik tamil nadu havin 69% reservation will hav same reservation..there lll b no change in reservation policy...
3. then y cet?? only bcoz v want to curb corruption behind seats hiding due to different timings n diff schedules of state exams...
4. almost everytime seats gets wasted ..n desrving candidates left stranded....

Hearing 24.09.2010
The government didn't notify CET by 24th September, as they had promised in court. Court asked them to file an affidavit in two days and notify CET for post-graduate courses within a week. Case to be listed for hearing in one week from 24th September. We have to involve media and build pressure.

Solicitor General (SG) himself appeared for GOI (govt of India) today, (I heard he was very unhappy how the juniors were handling the case.).... And when Mr. Gopal Subramanyam speaks entire judiciary listens!!!! He was supported by MCI lawyer throughout...
He began by saying that though Education is in concurrent list, Medical education per se is not like that. Here the MCI frames rules and GOI notifies in the official gazette and everyone has to follow it. There is no scope for any state to make laws on it. If any state has a problem then they can challenge it in their respective high courts. The MCI and GOI have decided and a policy is ready for a single window exam and a single window counselling.(It appeared to me that he had picked up and was arguing our petition entirely, or maybe he was briefed according to our ppetition...)
The judge then said that if that's the case then what is stopping u to make the policy, why have u come to court then. The MCI lawyer said that all the decisions have been made by supreme court always as far as medical education is considered. SG said that only TN state has objections and no one else so why should they suffer. He said that if we go into consultations now the matter will be delayed. So instead of govt level consultations, court should make every state a party and hear them out here, so this process is bypassed and more havoc is not played with the students.
He himself pointed out that as far as PG admissions are concerned everyone has a single syllabus as prescribed by MCI, and all objections of TN state or any other fail in case of PG admissions.
The judges picked on this and said that what u r proposing has far reaching changes, it is not correct to take a decision without involving all the states, instead of revamping entire medical education, govt. should go in phases. they should start first with PG only.
Judges said that the govt. and MCI should place the policy on record and all states will be made party and their views heard.
It is at that instant that Mrs. Indu Malhotra intervened and said that exam notification for PG is done in Sept. and their is no objection for PG - CET, the students are suffering.....etc.
This was picked up by SG who said that they will place on record policy for MBBS and do consultations with states and then notify it... but for PG they will notify it first within one week so that it is timely implemented and any objections, if at all will be dealt with later...
The TN lawyer was speechless as he didn't know what to say for PG... He kept saying that notification should not be done but till then it was too late and next case was called.
The matter to be listed after 1 week...
So for all practical purpose as far as PG is concerned the rules will be notified within one week and most probably single window councelling will also be done.
Since the case is not yet over, any discrepancy or error in policy etc. can be dealt with in next hearing (eg. some genuine proposals in our blog...)
A word of caution though... What happens if govt. doesn't notify??? We have hearing next week... But I think this should not be the case as MCI will press govt. that they have accepted in court... Also I heard that Health Secy. herself briefed SG regarding this...

Students seek single-window medical entrance, SC finds merit in petition

The Supreme Court has admitted an urgent application jointly signed by medical students from across the country seeking a single-window system for MBBS/BDS or PG courses at the all-India level to prevent "rampant seat blockage/wastage and seats being sold for crores".
A Bench of Justices R V Raveendran and H L Gokhale took "serious note" of the application seeking intervention in an already pending litigation filed by doctors against the Union of India in which, as per the application, the government on August 13, 2010 recorded its approval for a Medical Council of India proposal to amend regulations relating to courses of graduate and postgraduate students by providing "a single eligibility-cum-entrance examination".The court had on August 13, 2010 given the government three weeks to notify the single-window scheme and place it on record, it said.
The contents of the students' application, the court said in a short hearing on Friday, were reflective of the ground realities.
Advocate Avdesh Chaudhary, lawyer for the students, said his clients were "medical students belonging to the middle-class strata of the society, who have very limited resources for pursuing medical studies in private colleges and have either pursued or are pursuing or will have to pursue in government medical colleges".
The students' representative in the application, Dr Prashant Kumar Sharma, told The Indian Express that they "have been or are victims of the present system of admission process for medical education in one way or the other as large number of seats go either vacant and subsequently are manipulated and filled for financial considerations in various government medical colleges.
"In the wake of the directions dated 13/08/2010 given by this Hon'ble court for introduction of 'Single Window Scheme' for the undergraduate and postgraduate courses, these medical students wish to demonstrate the urge, necessity and overwhelming facts for strict and urgent implementation of the directions," the application stated.
The students complained they have been denied of the chance for a second round of counseling to the 15 per cent all-India quota of medical seats because of the lapse shown by states to adhere to the time schedule.They argued in favour of a uniform admission process, explaining that the "whole ideology of having a single-window system for admission to medical courses has its own rationale as students, after being successful in the entrance examination undergo one counseling and are offered confirmed seats in medical colleges and there is no scope of having students being offered/allotted multiple seats in different medical colleges".
Right now, all those seats later vacated by these candidates go unreported and vacant and genuine and meritorious students do not get the opportunity to pursue medical courses, which give rise to seats being manipulated for monetary consideration, they said. It was submitted that many seats in PG medical courses go waste every year due to the fact that students resign mid-session when they get better branches in the exam of some other institute.
"Even in the apex institute of the country — AIIMS — 54 seats in January 2010 session and 8 seats in July 2010 session have been simply wasted due to mid-session resignations when the students have got a better branch in other institute. As many as 88 seats in AIPGME have been similarly wasted for the year 2010-2011," the students said in their petition.
